Help FBI solve a murder

I'm hopeless when it comes to cracking codes, but there are a surprising number of people who have an almost uncanny talent for this kind of thing and I suspect one or two of my regular readers may be amongst them.

A 12-year murder investigation in which the vital clue is a scribbled code has the USA's code-breakers baffled. Now the FBI is asking the public to help decipher a cryptic message found on the body of a murdered man.
